Residents in South Korea can now use mobile identification to handle administrative matters at local government offices and banks without needing a physical ID card. The government has enabled the issuance of mobile resident registration cards, providing citizens with a convenient digital alternative.

There are two methods for obtaining a mobile ID. The first involves visiting a local administrative welfare center, completing the necessary paperwork, and scanning a QR code provided by the staff. This method allows for free issuance of a mobile resident registration card.

Alternatively, individuals may obtain a physical IC-chip embedded ID card for a fee of 10,000 won, which can then be registered to a smartphone, eliminating the need to visit a government office in person.

Anyone aged 17 or older can apply for a mobile ID through a local administrative center or via the Government24 website. However, the mobile ID can only be used on a single, registered smartphone. If the phone is lost, the ID is immediately deactivated upon reporting the loss.

The mobile ID can be used at government offices, airports, convenience stores, and other places where identity verification is required. It is also accepted at unmanned civil document issuance kiosks, where it can be used instead of fingerprint recognition to obtain official documents.

Previously, mobile IDs faced limitations due to the lack of systems to store copies or verify authenticity through scanners and readers, unlike physical IDs. To address this, the government has introduced a new system enabling both authenticity verification and digital copy storage.

Through this system, public officials can verify personal information submitted via mobile ID in real time and generate, print, and store digital copies. This makes it possible to process major administrative tasks—such as address change notifications, certificate of seal issuance, and resident registration inquiries—without a physical ID.

Security features include real-time physical ID comparison during issuance and use, screen capture prevention, and motion detection features such as shake-response technology. These safeguards prevent misuse by unauthorized individuals.

모바일 신분증의 발급 방법은 2가지이다. 먼저, 주민센터에서 필요한 서류를 작성한 뒤 직원이 보여주는 QR코드를 촬영하면 무료로 모바일 주민등록증을 발급받을 수 있다.

행정복지센터 방문하지 않아도 모바일 주민등록증을 발급받을 수 있다. 1만 원을 내고 IC칩이 내장된 IC주민등록증을 먼저 발급받은 뒤 스마트폰에 인식하는 방법이다.

하지만 모바일 신분증은 실물 신분증과 달리 접수 기록을 위해 사본을 남기거나 진위를 확인하기 위한 리더기, 스캐너, 복사기 등의 사용에 어려움이 있었다. 이에 정부가 모바일 신분증을 실물 신분증과 동일한 효력을 갖도록 하기 위해 진위확인·사본저장 서비스를 도입했다.

진위확인·사본저장 서비스는 민원인이 모바일 신분증을 통해 제출한 개인정보를 관공서 공무원이 시스템을 통해 진위를 확인하고, 디지털 방식의 신분증 사본을 생성·출력·저장하는 서비스다. 이를 통해 전입신고나 인감증명서 발급, 주민등록표 열람 등 주민센터에서 처리하는 주요 민원 업무를 실물 신분증 없이도 처리할 수 있게 됐다.

보안의 경우 모바일 주민등록증은 발급·사용 시 실물과 비교 확인 과정을 진행하고 화면 캡처 방지, 스마트폰 흔들기 반응형 효과 등 위변조 방지 기술이 적용되어 있어 타인 사용이 불가능하다.

만약 위조된 신분증 등을 사용하다 적발될 경우, 3년 이하의 징역 또는 3천만 원 이하 벌금이 부과된다.
