In fact, there have been cases where unidentified criminal organizations posed as public institutions in Gyeonggi Province, fabricated fake mail, and attempted to send it through postal services. There have also been incidents where they invaded apartment buildings and placed fake mail in individual mailboxes.

Secondly, there has been an increase in cases where criminals threaten or coerce victims into using unlocked cell phones. For instance, a man in his 30s, referred to as Mr. A, received a call from someone impersonating a prosecutor who said, "Your account was used for a crime, so you need to undergo an investigation." Afterward, Mr. A was coerced into buying a unlocked phone and continuing communication, resulting in a loss of over 100 million won.

Criminal organizations resort to forcing victims to use unlocked phones as a response to the heightened awareness among the public regarding crimes. This tactic aims to bypass virus protection apps installed on regular cell phones, neutralize the malicious apps blocking systems provided by financial or telecommunication companies, and control their victims freely by installing malicious apps.

Thirdly, there is a growing trend of criminals directly threatening the personal information and safety of controlled victims. While previously, extortion tactics primarily involved promises of "providing loans at lower interest rates" (loan fraud) or "handling the case without arrest if you cooperate" (impersonation of authorities), recent cases include direct threats to the victim's physical safety and personal information.

The Korean National Police Agency has stated that they will create promotional videos to reflect these changes in tactics and broadcast them as public service announcements. 범죄조직이 이렇게 공기계를 사용하도록 강요한 것은 최근 범죄에 대한 국민의 경각심이 높아지며 휴대전화에 설치하는 백신 앱과 금융기관 · 통신사에서 운영 중인 악성 앱 차단 기능을 무력화시키고, 악성 앱을 통해 피해자를 마음대로 통제하기 위해서이다.

세 번째로, 이러한 과정을 거쳐 통제된 피해자들의 신상을 직접 위협하는 수법이 점차 증가하고 있다. 그간 ‘더 낮은 금리로 대출해 주겠다(대출사기형)’라거나, ‘협조하면 불구속 수사로 처리하겠다(기관사칭형)’라면서 협조에 대한 대가를 지급하는 것이 기존의 협박 수법이었다면, 최근에는 피해자의 신체 · 신상을 직접 위협하는 사례도 발생하고 있다.

경찰청은 “이러한 수법의 변화를 반영해 홍보영상을 만들고, 공익광고로 송출하겠다”며 “하반기 제작, 송출 예정인 공익광고와 함께, 작년에 제작해 유튜브에 올린 피해 예방 영상을 보면 피해를 예방할 수 있으니, 많은 시청을 부탁한다”고 당부했다.
