Gyeonggi-do cares for 510,000 foreign residents who are alienated from government emergency welfare support.

경기도, 정부 긴급복지서 소외된 외국인 주민 51만여 명 챙겨

Gyeonggi-do announced that it will provide "emergency support for foreign residents" for lower-income foreign residents from this month. The move is aimed at resolving blind spots caused by the exclusion of 510,000 foreign residents from the Ministry of Health and Welfare's emergency welfare support service.


The emergency welfare support service is a project to support livelihood, medical care, and housing to lower-income people who have difficulty in maintaining their livelihoods due to a sudden crisis. 

 

However, in accordance with the relevant laws, foreigners are limited to marriage immigrants, those who take care of the lineal ascendant and descendant of Koreans, and refugees.


The total number of foreigners in the province is 559,313, of which only 39,692 or 7.09% are eligible for emergency welfare support. 


Emergency support for foreign residents in Gyeonggi-do is expected to resolve welfare blind spots by expanding the government's emergency welfare support project, which was limited to multicultural families and refugees, to foreign workers.


Emergency support for foreign residents provides living expenses, medical expenses, childbirth expenses, etc., to foreigners, who are declared for a long stay in Gyeonggi-do more than 90 days, with a standard median income of 75% or less.


The standard median income is 1.37 million won per month for single-person households, 2,316 million won for two-person households, and 2,987,000 won for three-person households. The support is not provided if households applying for the project exceed the income criteria. In addition to the standard median income, additional support is not provided if welfare support is received from the government or Gyeonggi-do.


Support for living expenses can be up to 400,000 won for single-person households and 600,000 won for two-person households. Medical expenses are paid 1 million won per person, and medical certificates for diseases that have occurred in Korea must be submitted. The childbirth expenses are provided up to 500,000 won per person for household members when they give birth or are expecting a baby, and 800,000 won for twins.


In 2022, it will start with eight cities and counties, including Suwon, Yongin, Seongnam, Bucheon, Pyeongtaek, Siheung, Pocheon, and Yeoju, and expand throughout Gyeonggi-do.

한국다문화뉴스=김가원 기자ㅣ경기도는 이달부터 저소득 외국인 주민을 대상으로 ‘외국인 주민 긴급지원’을 시행한다고 밝혔다. 보건복지부의 긴급복지지원 사업에서 거주 외국인 51만여 명이 제외되어 발생한 사각지대를 해소하기 위함이다. 


긴급복지지원 사업은 갑작스러운 위기로 생계유지가 곤란한 저소득층에게 생계․의료․주거를 지원하는 사업이다. 다만 관련 법에 따라 외국인은 결혼이민자, 내국인 직계존비속을 돌보는 사람, 난민 등에 한정한다. 

 

도내 전체 외국인은 55만 9313명으로 그 중 7.09%에 해당하는 3만 9692명만이 긴급복지지원 대상에 해당한다. 경기도의 외국인 주민 긴급지원은 다문화가정과 난민에 한정되어 있던 정부 긴급복지지원 사업을 외국인 근로자에게 확대 적용함으로 복지 사각지대를 해소할 것으로 기대된다.


외국인 주민 긴급지원은 경기도에 90일 이상 장기 체류 신고가 되어 있는 외국인이 대상으로 기준중위소득 75% 이하 외국인에게 생계비, 의료비, 해산비 등을 지원한다.


기준중위소득은 1인 가구 기준 월 소득 137만 원, 2인 가구 기준 231만 6,000원, 3인 가구 기준 298만 7,000원으로 사업을 신청하는 가구가 소득을 넘으면 지원이 안 된다. 기준중위소득 외에도 정부, 경기도로부터 복지 지원을 받을 경우 추가 지원이 되지 않는다.


생계비 지원은 1인 가구 최대 40만 원, 2인 가구 60만 원을 받을 수 있다. 의료비 지원는 1인 당 100만 원을 지급하며 국내에서 발병한 질병에 진단서 등을 제출해야 한다. 해산비는 가구 구성원이 출산 혹은 예정 시 1인당 최대 50만 원을 지원하며 쌍둥이는 80만 원을 지원한다.


2022년에는 수원, 용인, 성남, 부천, 평택, 시흥, 포천, 여주 등 8개 시․군에서 시작해 경기도 전역으로 확대해 나갈 예정이다.
